Each citation carries its own reference, its level, and its place under its parent. That structure is what lets one control satisfy a clause in one framework and a clause in another, and what lets you see the clause that nothing in your estate answers.
A citation with a reference and no text is still useful: it is a place for a mapping to land. A citation with invented text is a liability that outlives whoever added it.
Where a regulator publishes the full text openly, we hold the structure and the text, taken verbatim from the official page.
Where a standards body sells its text, we hold the clause numbers and section titles only. Those are facts. The text is not ours to reproduce.
